You r refering to a list published by The Times Of India that was posted here by another user Rehman of Multan. It is not a revised list it is a list published by the Times in retaliation of the official ICC list, It is based on average scores in test matches.
Thankfully the BCC l or any national cricket board for that matter do not have the power to influence published standings.
It will be a sad day for cricket if it ever does come to pass.
